Some of what you

info found on story boards.
A
cunning looking character dressed in a suit and wears bondage pants very
reminisce of Iori from the King of Fighter series. He shows up in Taro's
storyboards and as fights for a few of the other characters. Before the earthquake
Snake was a high-roller business man who's financial wealth and corruption
rivaled Carlos's. After the destruction of the city Carlos's empire becomes
a major threat to Snake's position.
