Carlos seems to be a crime boss, but the game's storyboards reveal him to
be not only that but a genius hacker who hacked the CIA's database. He also
has a hand in several genetic experiments, including to but not limited
to: the one that made Haiji near indestructable (ash children), turning
Jimmy into what he is, hacking the CIA resulting in Harry Ness's deployment
into Eden.
